Motivations: Traditional video coding methods target a trade-off between human consumption under bit-rate constraint. However, the rising quantity of data being constantly produced and their consumption by intelligent machines lead previous methods to be inefficient. There are requirements for a more compact representation for visual data transmission and archiving, which lead to the introduction of Video Coding for Machines.
Objectives: Define bitstream syntax and semantics of encoded video, decoding procedure to reconstruct video as well as descriptors extracted from video that are efficient in terms of bitrate and performance of machine tasks after decoding.
